You can not carry a passenger in a Basic Ultralight. The only people authorized to fly in the second seat of a basic ultralight are an instructor or another licensed pilot.

You can carry a passenger in an Advanced Ultra-light Aeroplane if you have a Pilot Permit Ultralight rating as well as a Passenger Carrying Rating. Additionally you require a Category 4 medical that has been signed by a physician licensed to practice medicine in Canada. The medical validity period for the permit holder under 40 years of age is 60 months and for a permit holder 40 years of age or over, is 24 months when used to validate a passenger carrying rating.
A Pilot who holds a Private Pilot License – Aeroplane or Pilot Permit Recreational – Aeroplane is considered to have met the skill requirement required to carry a passenger in an Advanced Ultralight.
